Brazil’s office market has 11.5 million m² of occupied space, of which 1.44 million m², or roughly 12%, is used by the government and nonprofit organizations, including embassies, NGOs and labor unions, according to SiiLA data. Regionally, this share can be even higher: while the sector accounts for 9% of occupied space in São Paulo, its share reaches 15% in Rio de Janeiro and 44% in Brasília.
Looking specifically at the Government and Administration category, São Paulo accounts for 456,900 m² of occupied space, followed by Rio de Janeiro with 261,800 m² and Brasília with 234,200 m². Together, the three markets total 952,900 m².
Managing these spaces is also on the federal government’s agenda. In June 2026, the Ministry of Management and Innovation, led by Esther Dweck, signed an agreement with the Ministry of Finance, the Federal Regional Court of the 3rd Region (TRF3) and the Federal Judiciary in São Paulo to reorganize occupancy across federally owned properties in the city. The initiative includes vacating spaces and relocating occupants, as well as providing additional space for the court’s administrative expansion.
Against this backdrop, SiiLA’s first-of-its-kind analysis assesses the market rental value of offices occupied by the segment and identifies the occupants with the highest estimated rental costs in São Paulo, Rio de Janeiro and Brasília.
Although Brasília has the smallest occupied area among the three markets, the federal capital has the highest average market rent for spaces used by the segment: R$95.42/m² per month. In Rio de Janeiro, the average is R$71.24/m², while São Paulo, which accounts for the largest area, records R$60.07/m².
Considering leased spaces only, the Public Prosecutor’s Office accounts for an estimated R$1.86 million in monthly rent, equivalent to R$22.3 million per year. It occupies 21,600 m² across the Castelo, Bay View and Centro Empresarial Mário Henrique Simonsen buildings in Rio de Janeiro.
The Ministry of Health occupies 21,200 m² in the PO700 building in Brasília. This occupancy represents R$1.35 million in monthly rent, or an annualized R$16.2 million.
Next is Dataprev, which occupies 9,100 m² in the East and West towers of Ventura Corporate Towers in Rio de Janeiro. The estimated rental value is R$1.33 million per month, or R$16 million per year.
The Federal Public Defender’s Office, located in Palácio da Agricultura in Brasília, occupies space with an estimated annual rental value of R$13.2 million. Capes follows with R$11.4 million, while CNPq, located in Telemundi II, totals an annualized R$11.3 million.
In São Paulo, state courts of justice occupy a combined 17,800 m². Their offices are located in SP Headquarters – Torre Brigadeiro and Victória Offices, with an estimated market rental value of R$785,600 per month, or R$9.4 million annually.
In Rio de Janeiro, the State Department of Penitentiary Administration occupies 8,700 m² in Presidente Business Center. This occupancy represents R$530,400 per month, or R$6.4 million per year. The Civil Police occupies space in the Lavradio 162 building, with an annualized rental value of R$4.3 million.
Political parties also appear in the study. In Brasília, PL and União Brasil occupy space in Block A of the Brasil 21 complex, where SiiLA estimates market rent at R$95.40/m² per month.
PL occupies 1,012.6 m², equivalent to R$96,600 per month, or R$1.16 million per year. União Brasil occupies 525.6 m², with an estimated rental value of R$50,100 per month, or an annualized R$601,600.
In São Paulo, Podemos occupies 503 m² in Dumas Tower, with a benchmark rental rate of R$51.86/m². The space represents R$26,100 per month, or R$313,100 annually. MDB occupies 300 m² in Edel Trade Center at R$73.30/m², corresponding to R$22,000 per month and R$263,900 per year.
PSDB occupies the smallest area among the five entries: 111.8 m² in Office Brigadeiro. However, it has the highest rental value per square meter among the three parties identified in São Paulo: R$78.56/m², equivalent to R$8,800 per month, or an annualized R$105,400.
